Border guard asks if fingerprinted in the past

A client said that when he crossed the US border from Winnipeg to Minnesota, the US customs officer asked if he was ever fingerprinted in the past. What does that mean?

The Americans are strict at the border about anyone having a criminal record.  Once they find out you have a criminal record they can deny you entry to the US.  If this happens, then you will need a US Entry Waiver to return to the US.

 

If you have received a Pardon/Record Suspension and have never been stopped by the Americans in the past, they have no way of seeing information about the criminal record which was Pardoned.
